Aternative measure that could save civilian lives could be to provide civilians with basic military training and first aid. The best alternative measure is that they are aware what to do in times of war crisis. They should be fully equipped with knowledge and skills on how to deal with handling their own security and safety. Next is provide a clear and secured evacuation plan for all civilians to take refuge and conduct drills for them to know the dos and donts in war situations.
